ACCEPT Municipal Medicaid Project
In 1993, Massachusetts developed a system that enabled cities and towns
to receive federal Medicaid dollars for some of the health related services they
provide to students with special needs enrolled in Medicaid. Composite rates
were developed for each special education prototype based on a sample of a
students education plan. School systems were then able to submit claims for each
day a Medicaid enrolled student in a particular prototype attended school. In
May 1996 reimbursement rates were determined for home assessments and Team
meetings. These rather complicated billing and reimbursement procedures created
a perfect opportunity for inter-district collaboration.
ACCEPT began processing Municipal Medicaid claims for 9 member districts in
1994. Currently, 26 communities participate in the project with monthly claims
submitted for more than 1000 students. Since the inception of the project, ACCEPT
has processed claims in excess of $19,000,000.00. These dollars have gone
directly to participating cities and towns. For more information please contact:
